| Red Cliff builds 24 more new homes |
By Bob Bear In 2008, Red Cliff Housing Authority utilized a new program called Tax Credit to finance twenty-four (24) new homes for Red Cliff Tribal Members. All the homes were occupied shortly after they were completed. The program for the tribal members is kind of a rent-to-own; i.e. after the house is rented for around fifteen years, the renter will have a chance to purchase the home at a price below market value. This year, the Red Cliff Housing Authority is again utilizing another Tax Credit program to construct another twenty four (24) new homes, but, because of changes in the tax credit programs, the Red Cliff Housing Authority will use other financial sources in addition to the tax credit program. The new houses will be very similar to the houses that were built in 2008. The two most significant differences are the in-floor heating and a four foot insulating wall to prevent the house from shifting due to ‘frost heave’.

The heating medium used for the in floor heating system will be hot water heat provided by a hot-water boiler. The waiting list for RCHA rentals is usually more than twenty four families. Therefore, if all the people on the waiting list could qualify financially for the new homes, they will again be filled immediately. If this happens, maybe our ‘homeless’ situation will soon be resolved. In addition to the new 2010 home construction commencing, the remainder of the new 2009 FEMA mobile homes are being moved into their respective sites. Also, tribal members who didn’t take part in the FEMA trailers or live in RCHA rental units continue to find and purchase used mobile homes and move them to their leased sites. Most of the home construction and acquisition of lease lots is taking place in a parcel of land known as the Bradum Parcel. The Bradum parcel was cleared, roads were made and set-up with water and sewer about three to four years ago, at that time the parcel was divided into approximately 100 home sites. To date, fifty sites have been allocated.
