| Early Headstart Groundbreaking Ceremony Held |

A groundbreaking ceremony was held on Thursday, May 27, for the Early Headstart addition to the current Headstart building at Lac Courte Oreilles. Construction is planned to be finished in October and is being done by LCO Development Corp. Mic Isham of the LCO Tribal Council acknowledged the LCO Grants Department, Booki Weilgot, Susan Young and Kristi Perry and tribal administrator Norma Ross for securing funding. He also acknowledged Headstart staff Barb Biller and Dave Wilson.

The LCO Headstart Program and LCO Grants Department received notification of a two-year grant award in the amount of $2.6 million for an Early Headstart Center here at Lac Courte Oreilles. The grant is from the U.S. Department of Health and Human Services, Office of Head Start and is funded at $2,671,115 (first year, $1,411,960, second, $1,259,155). The Office of Head Start will fund the full operating costs of the Center after two years. The construction costs are set at $1,269,562, with over $480,000 of that being funded from an Indian Community Development Block grant from the U.S. Dept. of Housing and Urban Development and an additional $568,000 was funded by a grant awarded to LCO from the Shakopee Mdwewakanton Sioux community of Minnesota that operates the Mystic Lake Casino in Prior Lake. The LCO tribe applied for the grant. The Center will provide services to 88 children age birth to three, 24 home-based and 64 center-based children and will provide 23 full-time employment opportunities for the community and 8 part-time. The jobs include a director, administrative assistant, 16 Center-Based teachers, family services coordinator (social worker), father outreach coordinator, two parent educators, a janitor and 8 substitute teachers. “Although this is currently a tremendous building and the addition will be to, it’s not the building that teaches the kids, it’s the staff and teachers,” Isham said of the Headstart staff. “I’ve had four of my six children go through this Headstart.” Agnes Fleming, the Director of Headstart, said that “in October, we’re moving in.” She said that they will start enrolling children by the end of July and through August.
